The APS Commission offers a wide range of learning and development opportunities. Many programs are run in Canberra, with a selection being run in Sydney based on demand. The full range of programs can be run in house. Executive updates
Executive Updates are an opportunity for SES and EL staff to keep up to date with major changes and trends impacting on the APS. Typical briefing topics include: developments in government policy and expectations, workplace legislation, the economy and findings of key ANAO and MAC reports. There is opportunity for discussion and questions.

Networks
People Management Network
In the past, the Australian Public Service Commission in NSW has run a number of networks targeted at various audiences. In 2005 these networks were combined into one known as the People Management Network.
There is no need to “join” the network. The Commission will use our extensive contacts list to promote upcoming events and provide information as to the topic and who would gain most advantage from attending. The network meetings will be of interest to HR practitioners, line managers and anyone with people management responsibilities. The price for each meeting varies based on the actual costs of running each meeting.
If you work in the public service in NSW but you do not currently receive updates from the Commission and would like to be added to the Sydney contact list, please email your details to apsc.sydney@apsc.gov.au. You will need to have an email ending in .gov.au to be included.Indigenous (IAPSEN) Network
This network is for Indigenous staff of the APS and meets quarterly. Its aims are to:
- Support Aboriginal and Torres Strait Islander APS staff,
- Share information and experiences,
- Act as an information resource on issues affecting Indigenous people,
- Promote cultural awareness in the wider APS.

The Forum of Commonwealth Agencies in NSW
The Forum of Commonwealth Agencies in NSW (The Forum) is a network of Agency Heads, Regional Heads and Executive Level staff from Australian Government agencies in NSW. The Forum is administered by a Management Committee consisting of representatives from various agencies and is supported with a Secretariat function performed by the Australian Public Service Commission.
The Forum aims to:
- Foster networking opportunities between local heads/executive staff of agencies;
- Foster cooperation and provide for sharing of information and experiences between agencies and;
- Organise events and activities to achieve these aims.

Selection and recruitment services
The Commission can provide staff experienced in APS selection processes to undertake a range of tasks to assist agencies with staff selection and recruitment. These services include scribing, scribing plus, shortlisting only and independent convenors or members of selection panels. We are trained and have experience in undertaking various assessment centre activities when required.
On behalf of the Merit Protection Commissioner, regional employees undertake Independent Selection Advisory Committees (ISACs). An ISAC is an independent three member committee that makes recommendations about the suitability of candidates for engagement at, promotion to, or assignment of duties at, classifications included in APS Classification Groups 1 to 6.
On behalf of the Public Service Commissioner, regional employees also participate in staff selection processes at EL 1/2 and APS level 6 and below, as well as scribing for non SES selection panels.

Merit protection and review
Useful references
The Australian Public Service Commission has a key role in providing independent external review of actions affecting individual APS employees. This role assists in giving effect to the policy of the Australian Government that APS agencies should achieve and maintain workplaces that encourage productive and harmonious working environments. It also helps to provide a fair system for review of decisions for APS employees.
The Commission's functions are not limited to the APS. On a fee-for-service basis, we can provide employment-related functions for State and Territory departments and authorities, local government bodies, private corporations and bodies and for Commonwealth authorities whose employees are not engaged under the PS Act.

Review of Actions
Local staff are available to fulfil the Merit Protection Commissioner's statutory functions such as conducting Promotion Review Committees (PRCs) and Reviews of Actions, and providing advice on procedural questions where appropriate.
Career advising service
The APS Commission provides a career advising service for APS employees who are facing retrenchment or have been approved by their agency to access career transition services. The service, available to employees who are referred to the APS Commission by their agency, focuses on providing either short-term intensive or one-off career advising sessions to individuals or groups, but can also provide a program specifically designed for an individual. The career advising sessions are designed to assist individuals to identify strategies and options they may wish to pursue and are tailored to the needs of the particular individual.

Dispute resolution
Our qualified employees can assist to resolve workplace disagreements between staff / managers. We use a variety of techniques to facilitate an agreement that is based on the needs and interests of all parties and which uses their ideas to generate their own resolution to their workplace problems. Our staff have been trained in mediation techniques and most are on LEADR's professional panel of mediators. This is offered on a fee for service basis.

Consultancy services
We can assist you in designing a plan to address any management issues such as classification review; workplace assessment / evaluation; facilitating staff involvement in restructuring; or setting up recruitment policy and procedures for an office to address staff complaints and low morale.
